The works of the utilities were controlled by the
utilities empowering legislation. For example, the Electricity Order had a
schedule which set out an electricity operator's obligations when carrying out
works and reinstating the road.
The Control and Reinstatement of Roads was a Voluntary
Agreement, the purpose of which was to establish common working practices
[Certificates 1, 2 & 3] and to tighten up existing approaches to street
works. Under the agreement the guarantee period for reinstatements was one
year.
NIRAUC was established in 1992 to prepare the
way for the street works legislation.
