Roads Service permission is not required before a utility carries out street works.

Utilities give notice to other utilities and to Roads Service in accordance with the requirements dictated by the road category and the work type.

Roads Service may give directions to:

Co-ordinate the activities of more than one utility

Minimise disruption to the road user

Exchange programmes and co-ordinate work at local level through DRAUCs [Divisional Roads Authority and Utilities Committees]

Effect a ban on excavations for a maximum of one year in a newly resurfaced street which had been notified to the utilities through either programmes or NISRANS.
